The steppers clip into the bracket as shown. This is the rear (distribution) stepper.
Here is a better look at what we're dealing with. The metal bracket and steppers comprising the assembly is shown here removed from the vehicle. From the left there's the electrical connector, air temp stepper (shaft & arm only visible) and the distribution drum stepper.
The steppers can be removed from the vehicle while leaving the metal bracket in place. In any event the rear stepper needs to be removed to gain access to the rear screw holding the bracket in the vehicle.
Press the flexible tab in and pull that end of the stepper outward and forward.
This photo show the bracket with the rear (distribution) stepper removed. You can see the front and rear slots which hold the stepper in place without screws.
